Break cardamom pods open, crush seeds using a mortar and pestle, rolling pin or whatever works.
Drop into water in a 2-quart pan. Bring water to a boil, then add tea and milk. Carefully bring mixture to a second boil.
Remove from heat. Cover and steep for 5 minutes. Strain. Sweeten to taste.
Note: If you are lactose vegetarian, you can use dairy milk.
