Sift flour and discard chaff if present. In a small bowl, stir together flour, 1 tablespoon vegetable oil, and water. Knead on a lightly floured surface for a few minutes. Your bread should be drier rather than stickier. Add a little flour if necessary.
Place in a bowl and cover with a clean damp cloth. Let stand for about 30 minutes.
Heat vegetable oil to 375ᵒ F.
Form dough into balls 1 inch in diameter. Oil a rolling pin and oil a smooth working area. (Don't use additional flour!) Roll out each ball to form as smooth a circle as possible, 3 to 3½ inches in diameter.
Slip 1-2 puris into hot vegetable oil. As they rise to the surface, use a slotted spatula to gently push puris down, holding them just under the oil. At this point the puris should puff up. Turn to brown both sides.
Remove from oil with a spatula and drain on paper towels. Serve at once while hot.
